The European Commission has recently drafted legislation allowing suppliers (brand owners) to require that distributors have a retail storefront before they can sell online. "A \'brick-and-mortar\' provision would hold back e-commerce growth in Europe over the next decade just when it is at a \'teenage stage\'," said Tod Cohen, eBay\'s vice president of government relations.
